Is the battery safe?

Yes. The lithium-ion battery is UL 2272 certified, the recognized electrical safety standard for e-mobility.

Yes. Hold a steady throttle for about 5 seconds until it beeps and the S3 holds that speed until you brake or accelerate.

Is it waterproof?

It is rated IPX4 for light rain and splashes. Do not ride through deep puddles or submerge it, and never charge a wet or swollen battery. Bring it straight in instead.

How does it compare to the Hiboy S2?

Same 19 mph, 17 miles, rear suspension, honeycomb tires and app. The S3 has a 460W peak motor against the S2's 500W peak, a slightly bigger 7.8Ah battery and weighs about a pound less.
