Since July 2026, every e-bike ridden in New Jersey must be registered with the Motor Vehicle Commission (MVC), and every rider must be at least 15 and hold an e-bike license or a driver's license. A pedal-assist e-bike that stops helping at 20 mph needs no insurance. Any e-bike with a throttle, or with assist above 20 mph, counts as a motorized bicycle and must be insured. A low-speed electric scooter (under 19 mph) needs no registration or driver's license.
The rules come from a state law signed in January 2026 (P.L.2025, c.285, passed as S4834/A6235), and they are some of the strictest in the country. We ship e-bikes and electric scooters to riders across the USA, including New Jersey, so here is what the MVC requires, step by step. The official sources are listed at the end.
What are the New Jersey electric scooter and e-bike rules?
| Rule | Electric scooter | E-bike |
|---|---|---|
| What counts | A low-speed electric scooter: a standing deck, handlebars and a motor with a top speed under 19 mph | A low-speed electric bicycle (pedal assist only, stops at 20 mph) or a motorized bicycle (a throttle, or pedal assist up to 28 mph) |
| Registration | Not required | Required for every e-bike, with plate stickers on the front fork |
| License | No driver's license required | E-bike license or a valid driver's license |
| Minimum age | Not set out on the MVC's pages | 15 (16 for a rented low-speed e-bike, with no license needed) |
| Insurance | Not set out on the MVC's pages | Low-speed: not required. Motorized bicycle: required |
| Helmet | Not set out on the MVC's pages; wear one | Required: the MVC says e-bike riders must wear one by law, and on a motorized bicycle at any age |
| Sidewalks | Not set out on the MVC's pages; check your town | Not allowed |
| Roads not allowed | Check your town and county | Garden State Parkway, NJ Turnpike, Atlantic City Expressway, divided four-lane highways, roads over 50 mph |
| Passengers | Check your town | Not allowed |
| Lights | Check your town | White front and red rear light seen from 500 ft, sunset to sunrise and in bad weather |
| Fees | None | Registration, permit and license fees waived until January 2027 |
E-bike rules: NJ MVC e-bike page and 2026 E-bike and Moped Manual. Electric scooter rules: P.L.2025, c.285 and N.J.S.A. 39:1-1. The MVC's pages cover e-bikes, so where a cell says "not set out", the MVC doesn't address it and your town's rules decide.
Which e-bikes need insurance in New Jersey?
The MVC sorts e-bikes into three groups, and the group decides the paperwork:
| Low-speed electric bicycle | Motorized bicycle | E-moto (motorcycle group) | |
|---|---|---|---|
| What it is | Pedal assist only, stops helping at 20 mph, no throttle | A throttle (up to 28 mph) or pedal assist up to 28 mph | Throttle-powered and able to go over 28 mph |
| Minimum age | 15 | 15 | 17 |
| Permit and test | Moped permit, knowledge and road test | Moped permit, knowledge and road test | Motorcycle permit, knowledge and road test |
| Registration | Yes, low-speed plate sticker | Yes, moped plate sticker | Yes, motorcycle plate and title |
| Insurance | No | Yes | Yes |
The low-speed group is narrow: any throttle at all makes an e-bike a motorized bicycle in New Jersey, even if it stops at 20 mph. That covers what other states call Class 2 and Class 3 e-bikes.
A motorized bicycle needs liability insurance with at least $15K per person and $30K per accident for injury or death, and $5K for property damage, plus personal injury protection for pedestrians it hits. Ask your insurer for a policy that lists the make, model and serial number.
Do you need a license to ride an e-bike in New Jersey?
Yes. Every e-bike rider must be at least 15 and hold either an e-bike license or a valid driver's license. If you're 17 or older and already have a New Jersey driver's license, you don't need a separate e-bike license: register the e-bike, insure it if it's a motorized bicycle, and ride.
Riders 15 and 16, and anyone without a driver's license, get an e-bike license in four steps:
- Study the MVC's E-bike and Moped Manual and Section 10 of the New Jersey Driver Manual, then book an initial e-bike permit appointment and complete form BA-208.
- Bring 6 points of ID (and a parent or guardian consent form if you're under 18 and they aren't with you), then pass the knowledge and vision tests.
- Practice riding, unsupervised, in daylight, then book a road test 20 to 45 days after your permit is validated.
- Bring a registered e-bike, a helmet, your permit, your ID and proof of insurance for a motorized bicycle. Pass, and take your paperwork to a licensing center for the license.
Someone whose driving privileges are suspended or revoked can't apply for or receive an e-bike license.
How do you register an e-bike in New Jersey?
- Book an "E-bike: Initial Registration" appointment at an MVC Vehicle Center.
- Fill in form BA-49EB, the MVC's ownership and registration form for e-bikes.
- Bring ID (6 points of ID, a New Jersey driver's license or a non-driver ID), proof of insurance for a motorized bicycle, and proof of ownership: the Manufacturer's Certificate of Origin, a purchase receipt, a notarized bill of sale or an affidavit from the current owner on the form.
- Put the two plate stickers on both sides of the front fork.
The registration fee, the $5 permit exam fee and the $6 license fee are waived until January 2027, according to the MVC's 2026 manual. E-bike sellers must make the registration forms available to buyers, and the forms are on the MVC's e-bike page.
Where can you ride an e-bike in New Jersey?
On the road, on the right-hand side, following the same traffic laws as drivers plus any local ordinances. The MVC lists where e-bikes may not go:
- sidewalks;
- the Garden State Parkway, the New Jersey Turnpike and the Atlantic City Expressway;
- four-lane highways divided by a grass or concrete median;
- highways with a speed limit over 50 mph;
- railroads and railroad rights-of-way;
- any public land where the governing body bans them.
Ride no more than two abreast, and single file when you'd hold up traffic. No passengers. You need a white headlight and a red taillight that can be seen from 500 feet, used from sunset to sunrise and whenever bad weather cuts visibility, a bell or horn that can be heard 100 feet away, and brakes strong enough to skid the wheels on dry pavement.
Are electric scooters legal in New Jersey?
Yes, if it is a low-speed electric scooter: a deck you stand on, handlebars and an electric motor with a top speed under 19 mph. The 2026 law says the rider of a low-speed electric scooter doesn't have to register it or hold a driver's license, so the new e-bike paperwork doesn't apply.
An electric scooter that can do 19 mph or more falls outside that definition, so the exemptions don't cover it on public roads. Faster models we sell are built for private land and places where local rules allow them. For New Jersey streets, these models in our range have a maker's top speed under 19 mph:
| Electric scooter | Top speed (maker) | Good for |
|---|---|---|
| Segway E2 Pro | 18.6 mph | Daily commuting, 10-inch tubeless tires, up to 21.7 miles |
| Segway E2 Plus II | 15.5 mph | New and younger riders, up to 15.5 miles |
A 19 mph model like the Hiboy S2 Pro sits right on the line rather than under it, so it doesn't fit the definition as written. Browse more commuter electric scooters and check each maker's top speed.
Which of our e-bikes fit which New Jersey category?
All of these are pedal e-bikes with a throttle, so in New Jersey each one is a motorized bicycle: register it, hold a license, insure it and wear a helmet. Figures are the makers', from our product pages:
| E-bike | Throttle | Pedal assist up to | New Jersey category |
|---|---|---|---|
| Hiboy C1 | Yes, to 20 mph | 20 mph | Motorized bicycle |
| Hiboy EX6 | Yes, to 20 mph | 25 mph | Motorized bicycle |
| Segway Xafari | Yes, to 20 mph (Class 2) | 28 mph (Class 3) | Motorized bicycle |
| Hiboy EX9 | Yes, to 20 mph | 28 mph (Class 3) | Motorized bicycle |
Browse commuter e-bikes or all electric bikes. We ship free to the lower 48 states, New Jersey included (see our shipping policy), and keep your purchase receipt: the MVC accepts it as proof of ownership.
Electric dirt bikes and e-motos without pedals aren't e-bikes in New Jersey. One that is throttle-powered past 28 mph falls in the MVC's motorcycle group: a motorcycle license at 17 or older, a title, a motorcycle plate and insurance. Most riders use electric dirt bikes on private land with the owner's permission.
