Electric Scooter vs E-Bike for NYC: Which Should You Buy?

Choose an electric scooter if you carry your ride up stairs, take it on the train or have a short commute: the models that fit NYC's rules weigh about 25 to 46 lb and start around $300. Choose an e-bike if you ride longer distances, carry cargo or want a seated, more stable ride: the e-bikes in our NYC picks weigh 70 lb or more but are rated for up to 75 miles. In the city, both are ridden at 15 mph or less.

Choose an electric scooter if…

  • You carry it. Walk-ups, subway stairs and small elevators favor a 25 to 45 lb electric scooter over a 70 lb e-bike.
  • Your ride is short to medium. Most commutes inside a borough fit well within an electric scooter's rated range.
  • You want the lowest price. Electric scooters that fit NYC's rules start around $300.
  • You mix it with transit. A folded electric scooter is far easier to bring along.

Our picks: the Segway F3 for most riders, the NAVEE G5 on a budget, and the 25.6 lb E-TWOW Booster ES for stairs and the train. See also the NYC electric scooter buying guide.

Choose an e-bike if…

  • You ride longer distances. E-bikes carry bigger batteries; the Hiboy EX6F is rated for up to 75 miles of pedal assist.
  • You carry cargo or shopping. Racks and baskets make an e-bike a car replacement for errands.
  • You want a seated, stable ride. Bigger wheels and pedals feel steadier over long rides and rough streets.
  • You want exercise too. Pedal assist lets you choose how much effort you put in.

Our picks: the Hiboy EX6F for most riders, the non-folding Hiboy EX6 for an easy step-over, and the folding Hiboy C1 for small apartments. All three fit New York's e-bike rules on the manufacturer's listed specs; ask in the shop how yours is set up at handover. More in best e-bikes for NYC.

What about a seat on an electric scooter?

If you like an electric scooter's size but want to sit, New York's definition allows a seat. The Hiboy Q2 Seated is designed for 20 mph with 14-inch air tires. See electric scooters with a seat.

Rules that apply to both

  • Ride at 15 mph or less everywhere in the city, in bike lanes and on the street, never on sidewalks.
  • Electric scooters may use streets posted at 30 mph or less.
  • Only certified devices and batteries can be sold in NYC; see NYC's battery safety law.
