Best overall: Hiboy EX6F
The Hiboy EX6F does the most for New York for the money. On Hiboy's listed specs, its 500W rated motor fits New York's rules, pedal assist runs to 25 mph and the throttle to 20 mph, and the 48V 14.5Ah removable battery is UL 2849 certified and rated for up to 75 miles of pedal assist. The low-step frame folds in three places for a car trunk or a closet, hydraulic disc brakes stop it in the wet, and the 110 lb rear rack handles groceries. It weighs 71.43 lb and fits riders from 4'9" to 6'5".
Best low-step fat tire: Hiboy EX6
The Hiboy EX6 has the same 500W motor, assist speeds and 48V 14.5Ah battery as the EX6F on a rigid step-through frame, with 20 x 4 inch fat tires, front shocks and a 300 lb load rating. Best for small apartments: Hiboy C1
The Hiboy C1 is a folding e-bike on 14-inch air tires with a 350W rated motor and a 20 mph top speed, rated for up to 26.2 miles with pedal assist. Its removable 36V battery charges in 5 to 6 hours. It is the one to choose if your e-bike has to live in a small apartment or ride part of the way on a train or in a car.
Why some popular e-bikes are not on this list
Many e-bikes sold as Class 3 use a 750W motor or can be set to assist up to 28 mph. New York's definition needs a motor of less than 750 watts, and Class 3 assist that stops at 25 mph, so we left those models off. The Segway Myon has the longest range in our e-bike line, up to 80 miles from a 722 Wh battery, with a torque sensor and automatic shifting. But Segway rates it for Class 3 with pedal assist up to 28 mph, above the 25 mph New York allows for Class 3, and e-bikes that can assist past 25 mph aren't sold or shipped to New York City addresses. Faster, more powerful two-wheelers are often mopeds under state law, which need a license, a plate and registration and cannot use bike lanes. What to look for in an NYC e-bike
